Indian River State College Leader Receives Insight Into Academia Magazine’s 2026 Trailblazer in Higher Education Award

FORT PIERCE, FL (March 30, 2026) — Dr. Timothy E. Moore, President of Indian River State College (The River) was named a recipient of Insight Into Academia magazine’s 2026 Trailblazer in Higher Education Award. This national honor recognizes senior leaders whose bold, strategic innovations have advanced institutional excellence, strengthened community and connectedness, and created meaningful, measurable impact for students, employees, and the broader academic ecosystem.
Dr. Moore is featured alongside 17 other distinguished honorees in the March 2026 issue of Insight into Academia magazine.

“Dr. Moore exemplifies the kind of transformative, visionary leadership that elevates not only an institution, but an entire region,” said Christa Luna, Chair of the Indian River State College District Board of Trustees. “Since joining Indian River State College in 2020, he has guided the College through extraordinary growth, expanded access, invested in workforce development, and ensured that every student who walks through our doors has the support they need to succeed. This national recognition is well-deserved, and we are proud to have Dr. Moore at the helm.”
Insight Into Academia selected Dr. Moore for this award in recognition of his far-reaching impact at The River, since taking office as its president in September 2020. Under his leadership, the College secured a landmark $45 million gift – one of the largest philanthropic contributions ever received by a Florida state college – which has accelerated institutional investment in student success and community access. Dr. Moore championed the development of the Eastman Advanced Workforce Training Complex and expanded nursing program capacity to address Florida’s critical healthcare workforce shortage. He established the Promise Program, expanding access to higher education through tuition-free associate degrees for eligible high school students in Martin, St. Lucie, Indian River, and Okeechobee counties. He also established the Veterans Center of Excellence, a reflection of his personal commitment as an Army veteran to ensuring military-connected students receive support to thrive in college. He opened Indiantown High School, with support of private donors, and led the redesign of the Child Development Center, a full-service center for early childhood education, at the College’s Fort Pierce campus in 2023.
Dr. Moore also transformed The River into a national hub for Olympic sports, securing partnerships that brought both USA Diving’s national headquarters and USA Team Handball’s National Training Center to the College’s campus. Both the men’s and women’s swimming and diving teams won consecutive NJCAA national championships, and the softball team secured a national title in 2024.
During his tenure, The River has been named to Newsweek’s inaugural America’s Best Colleges for Women 2026 list, and IRSC Public Media stations achieved record-breaking ratings across the Treasure Coast. A scientist, entrepreneur, and decorated educator with more than 35 years of experience, Dr. Moore has brought a uniquely cross-sector perspective to higher education leadership – driving innovation, expanding research, and strengthening workforce pipelines for the four-county region The River proudly serves.

(March 27, 2026) — Indian River State College President Dr. Timothy Moore has been honored with a prestigious award from the Dr. Martin Luther King Commemorative Committee of St. Lucie County and the Sigma Gamma Rho Sorority, Incorporated, in recognition of his enduring partnership, unwavering support, and personal commitment to uplifting the community through the spirit and legacy of Dr. Martin Luther King, Jr.

“I am truly humbled by this recognition, and I want to be clear — this award belongs to every person at Indian River State College who shows up every day committed to making a difference in someone’s life,” said Dr. Moore. “To be mentioned in the same breath as Dr. King’s legacy is not something I take lightly. I simply try to do what he taught us all: serve others, lead with love, and never stop believing that we can build something better together. Any good that has come from our partnership with the MLK Committee is a reflection of this community — not of me.”
The award was presented by Larryton McNealy, Jr., Chairman of the Dr. Martin Luther King Commemorative Committee of St. Lucie County, who praised Dr. Moore’s leadership and the culture of community partnership he has cultivated at Indian River State College.

Public Notice of Fee Changes

The Indian River State College (IRSC) District Board of Trustees will hold its regularly scheduled monthly meeting on April 28, 2026, 1 p.m. In addition to the regular agenda, which may include, but is not limited to, business affairs, personnel matters, facilities items, and academic and student affairs, the District Board of Trustees will also consider changes to lab and testing fees.

Florida Statute 1009.23(12)(a) grants authority to Florida College System institutional boards of trustees to establish fees within a range allowed by state statute. These fees “shall not exceed the cost of services provided and shall only be charged to persons receiving the service.”

The proposed fees listed below are a result of a thorough review of the costs of every laboratory and course and reflect the costs of consumables, as well as pass-through fees for testing and insurance. All laboratory and course fees are used to purchase items specifically related to that courses’ student learning outcomes and course objectives.

Indian River State College and Superhuman Partner to Advance Agentic AI Integration in Higher Education
Fort Pierce, FL (February 3, 2026) — Indian River State College (The River) today announced an expanded partnership with Superhuman (formerly Grammarly) to deploy an agentic AI infrastructure across its campuses. This step makes The River the nation’s first open enrollment state college to implement a comprehensive, institution-wide AI strategy from Superhuman that embeds intelligent assistance into the familiar digital tools students, faculty, and employees already rely on for learning, teaching, and work. Building on a successful 2025 collaboration with Grammarly —Superhuman’s writing assistance platform—the new partnership leverages Superhuman Go, designed to enhance student learning, streamline faculty workflows, and modernize administrative operations.

A Platform Built for Education
Superhuman Go creates a comprehensive ecosystem of AI agents, including those designed for specific academic and administrative workflows. As part of the partnership, the College will access seats for students and employees, and the ability to develop custom agents tailored to specific disciplines.

The partnership comes as institutions nationwide grapple with integrating generative AI in ways that enhance rather than replace human capabilities. Superhuman Go embeds contextual, proactive AI assistance directly into existing workflows—from Canvas and Google Docs to email and administrative systems.

USA Team Handball and Indian River State College Launch Strategic Partnership to Establish National Training Presence on Florida’s Treasure Coast
FORT PIERCE, FL — Indian River State College and USA Team Handball officially launched their strategic partnership, establishing a national team training presence on Florida’s Treasure Coast. The collaboration, supported by Play Treasure Coast/Treasure Coast Sports Commission and St. Lucie Public Schools, positions the region as an emerging hub for Olympic sport development.

Athletes relocated to the region and began training operations in January. The partnership was celebrated with the Commander-in-Chief’s Trophy collegiate handball match in Fort Pierce, where the United States Military Academy defeated the United States Air Force Academy 41 – 29. The match was attended by U.S. Medal of Honor recipient SSG David Bellavia, USA (Ret.) and Lt. Gen Frank Libutti, USMC (Ret.).
St. Lucie Public Schools made the Westwood Academy Gym available for training operations, ensuring continuity as The River and USA Team Handball develop dedicated on-site facilities.

Fort Pierce, FL (January 16, 2026) — Indian River State College (The River) and USA Team Handball have formally launched a strategic partnership to establish a sustained national team training presence on Florida’s Treasure Coast, supported by Play Treasure Coast / the Treasure Coast Sports Commission, and St. Lucie Public Schools.
The partnership represents a significant step in USA Team Handball’s long-term national training site strategy, as The River and USA Team Handball collaborate on the development of dedicated, on-site handball facilities. During this maturation phase, St. Lucie Public Schools has provided exceptional support by making the Westwood Academy Gym available for training and programming, ensuring immediate continuity for athletes and staff.
This collaborative effort positions the Treasure Coast as a growing hub for Olympic and international sport development, aligning higher education, public schools, and destination sports tourism around a shared vision for sustained national-level training that prepares athletes for the highest levels of global competition.

The match will be held at Fort Pierce Central High School, serving both as a competitive showcase and as a ceremonial launch of the partnership’s physical footprint in the region.

FORT PIERCE, Fla. (November 21, 2025) — Indian River State College (The River) celebrated exceptional dedication and achievement at its 2025 Service Awards Reception, recognizing individuals and teams whose contributions have significantly advanced The River’s strategic priorities and mission.
Strategic Goal and Special Award Recipients
Thomas Lewis received recognition for Meritorious Service for improving student success. Gracia Buzziz was honored for Meritorious Service for increasing college-going in the community. Indian River State College Awarded $3.25 Million Federal Grant to Address Florida’s Nursing Shortage
HRSA Nurse Education Grant Funds Project NURSe to Expand Nursing Program Enrollment in Rural and Medically Underserved Communities
FORT PIERCE, Fla. (Nov. 13, 2025)—Indian River State College (“The River”) has been awarded a four-year, $3.25 million grant from the U.S. Department of Health and Human Services’ Health Resources & Services Administration (HRSA) through the Nurse Education, Practice, Quality and Retention (NEPQR) – Workforce Expansion Program (WEP). The federal investment will enable The River’s School of Nursing to significantly increase enrollment in its Associate Degree nursing (ADN) program through Project NURSe (Nursing Workforce Expansion), preparing more practice-ready registered nurses to serve the Treasure Coast region’s rural and medically underserved communities.
Florida Nursing Shortage: Critical Need in Rural Communities
By 2035, Florida is projected to face a shortfall of 37,400 registered nurses, according to the Florida Hospital Association in partnership with the Safety Net Hospital Alliance of Florida. “The nursing shortage isn’t just a number on a page—it affects real people who need care,” said Timothy E. Moore, Ph.D., president of Indian River State College. “This grant gives us the resources to recruit students from places like Okeechobee and St. Lucie counties, train them here, and help them build careers in their own communities.”

With HRSA funding, Indian River State College will expand nursing program enrollment to 475 students by fall 2026, with projected annual completions increasing to over 140 registered nurse graduates entering the healthcare workforce in rural and medically underserved areas. The grant funds dedicated staff to support this expansion, and additional nursing faculty and clinical preceptors will be recruited to maintain The River’s accreditation standards and educational excellence.
Project NURSe implements a “grow your own” workforce development model: by recruiting nursing students from the communities that need them most and providing clinical experiences in local healthcare facilities, the program increases the likelihood graduates will remain and practice as registered nurses in their communities long-term.
Project NURSe will provide comprehensive student support, including tutoring, NCLEX-RN exam preparation, and transportation stipends for clinical rotations. The initiative also includes a Dedicated Education Hospital partnership with Raulerson Hospital in Okeechobee County, where nursing students receive one-to-one preceptorship and direct pathways to employment.
About Indian River State College’s Nursing Program
Indian River State College’s School of Nursing has been preparing registered nurses for the Treasure Coast region since 1965. The Associate Degree Nursing (ADN) program combines rigorous classroom instruction with extensive clinical experience in acute care, long-term care, and community health settings.
The program earned continuing accreditation from the Accreditation Commission for Education in Nursing (ACEN) in 2022 with no areas needing development and two noted program strengths. Indian River State College nursing graduates consistently achieve program completion rates above the national average for ACEN-accredited programs—and go on to pass the NCLEX-RN licensure exam at rates that exceed state and national benchmarks. The Florida Board of Nursing has recognized the program for its excellence.
“Demand for registered nurses on the Treasure Coast is real and rising,” said Dr. Patricia Gagliano, Dean of Nursing at Indian River State College. “This HRSA grant allows us to expand our nursing program responsibly. Our graduates enter healthcare practice confident, competent, and community-focused, prepared to address the unique health challenges facing rural and underserved populations in Florida.”
Project NURSe offers two nursing education pathways: a Traditional ADN cohort with extensive clinical rotations in acute care, pediatrics, maternal/child health, mental health, and community health settings; and an Advanced Placement Bridge cohort for Licensed Practical Nurses (LPNs), Paramedics, and Registered Respiratory Therapists, offering advanced placement credit and expanded clinical experience in long-term care settings—a critical healthcare need in rural areas.
Graduates are eligible to sit for the NCLEX-RN licensure examination and enter high-need registered nurse roles across acute care hospitals, long-term care facilities, ambulatory care, and community health settings. Many graduates continue their nursing education at Indian River State College to complete the RN-to-BSN bachelor’s degree program.
With the opening of Indian River State College’s 50,000-square-foot state-of-the-art nursing education center in 2023, The River’s School of Nursing expanded to double the number of nursing program graduates.

RiverBlog: Our Sacred Duty: Supporting America’s Veterans Through Higher Education

When I took office as a college president, I made a promise—not just to our institution, but to every veteran who has worn the uniform of our nation’s armed forces. That promise was simple: we would never treat our veterans as an afterthought.
As we approach Veterans Day, I’m reminded of my own journey through higher education as a veteran. Too often, veterans’ services were tucked away in forgotten corners of campus, under-resourced and undervalued. The message was clear: institutions wanted our tuition dollars but weren’t prepared to provide the support we had earned through our service.
This cannot be our legacy.
Today, our college serves more than 400 student veterans and military family members this fall semester alone—more than 1,300 throughout the year. But numbers tell only part of the story. What matters most is how we serve them.
Our designation as both a Florida Collegiate Purple Star Campus and a Gold Status Military Friendly® School represents more than recognition—it’s an exclamation point affirming we’re doing it right. Yet I view these honors as waypoints, not destinations, on our journey to become the institution our veterans deserve.
The transition from military service to civilian life is profound. Our veterans leave an environment of structure, purpose, and camaraderie to navigate a world that often doesn’t understand what they’ve experienced. Many carry visible and invisible wounds from their service. They need more than just academic instruction—they need community, understanding, and support from people who recognize when they’re struggling and know how to help.
This is why we established a Military and Veterans Services department housed at our Veterans Center of Excellence, where veterans can access all available services. It’s not hidden away or difficult to find. It stands as a visible commitment to placing veterans front and center in everything we do. From initial application through graduation, our Military and Veterans Services team provides comprehensive support—admissions assistance, VA benefits certification, academic advising, and emergency financial support. As our Veterans Coordinator and fellow Army veteran puts it: “We take the worrying out of the process because these students have already sacrificed enough.”
The results speak for themselves. More than 250 of our veteran students maintain GPAs of 3.5 or higher. They’re not just attending—they’re excelling and contributing meaningfully to our campus community. Our recent 99.99% compliance rating from the VA reflects our commitment to properly administering the benefits these students have earned.
But academic excellence is only part of our mission. We’re also cultivating something equally important: a culture of respect and gratitude. I watch our students daily—when they discover a classmate has served, they thank them immediately, understanding that person has done something beyond self. This is the atmosphere we must nurture: one where the next generation appreciates the sacrifice of those who came before.
The freedoms we enjoy as Americans are paid for daily by our veteran population. These men and women sacrificed their freedom, time with family, holidays and weekends to serve a higher cause. They were willing to give everything for our nation. The question we must ask ourselves is simple: What are we willing to give them in return?
Education is the great equalizer in America. It’s the pathway to high-paying civilian careers, stability for families, to contributions that strengthen our communities and nation. When we support veterans through higher education, we’re not just keeping a promise—we’re investing in leaders who have already proven their commitment to something greater than themselves.
This Veterans Day, I challenge every higher education institution to examine their commitment to military-connected students. Are your veterans’ services prominent or hidden? Adequately resourced or struggling? Do your faculty and staff understand the unique challenges veterans face? Does your campus culture honor their sacrifices?
At our institution, we’re committed to continuing to grow our veteran population, expanding our support services, and ensuring every veteran who walks through our doors transitions to a successful civilian career. This isn’t charity—it’s our sacred duty.
To our veterans: you served us. Now let us serve you. Your transition from uniform to civilian life should be smooth, respectful, and supported every step of the way. You’ve earned it.
To our fellow educators: veterans aren’t just students seeking degrees—they’re proven leaders with invaluable experience. They will elevate our institutions if we give them the support they deserve.
And to all Americans this Veterans Day: gratitude without action is hollow. Let us honor our veterans not just with words, but with the comprehensive support systems that transform their sacrifice into lifelong success.
That’s the promise we keep at our institution. That’s the standard we must set for the nation.

Indian River State College Honors Veterans Day with Continued Commitment to Military Student Excellence
FORT PIERCE, Fla. (Nov. 7, 2025) – As the nation prepares to observe Veterans Day, Indian River State College reaffirms its dedication to serving those who have served our country. The College’s comprehensive support programs for military-connected students continue to set the standard for higher education institutions nationwide.
